- When the weight, volume, or value of the shipment exceeds the separately specified regulations
- If the cargo falls under any of the following articles,
- Gold, silver, platinum and other precious metals, precious and semi-precious stones including diamonds, national/regional currency (banknotes, coins), jewelry of any kind, and other valuables
- Securities (unless otherwise agreed in writing and insured)
- Letters or other means of communication defined as letters under current law
- Plants and animals
- Dead bodies
- Articles susceptible to deterioration or decomposition (7) Explosives in small arms
- Explosives and firearms for small arms
- Explosives
- Compressed gases
- Flammable liquids and solids, flammable solids
- Photographic flashbulbs
- Magnetic substances
- Mercury
- Acids and other corrosives, all bases and acids
- Oxidizing agents
- Poisons
- Vaporous substances
- Defined as dangerous goods (according to ICAO Dangerous Goods Regulations and IATA Dangerous Goods Regulations)
- Items legally prohibited for carriage
- Goods whose transport, export, import, etc. is prohibited or restricted by the laws and regulations of the exporting country/region, including transit countries/regions, regional, state, local and federal governments
- Goods that are offensive to public order and morals
- Other items deemed inappropriate by OCS

*In some cases, even if the items cannot be handled as international parcel delivery, they can be handled as cargo service.
